Mina works at the Records Office.
She receives citizen reports, opens and organizes files, tracks testimony, prepares material for review, and helps communicate rulings.
Mina is earnest, observant, courteous, and slightly overworked. She treats unusual casework as legitimate administrative work, usually with a quiet note, a long blink, or another file placed carefully in the correct tray.
The Department is the brand. Mina is its primary mascot and public-facing clerk, not its director and not the institution by herself.
